Nurses also could provide over-the-phone or Internet help to patients in other states.&lt;br /&gt;&lt;br /&gt;The move would put Michigan into a compact that includes 20 other states, all of which have agreed to share information about nurses and abide by set standards of practicing.&lt;br /&gt;&lt;br /&gt;Supporters of the law, which the state House expects to vote on this week, say it will allow nurses to travel more freely between state lines, potentially bringing more nurses to Michigan. The bill also aims to allow nurses to deliver over-the-phone care to patients in other states -- an increasingly popular option as technology makes remote care a reality and hospitals start nursing help lines to answer patient questions.&lt;br /&gt;&lt;br /&gt;"It's a matter of making it easier for nurses that want to come in to work," said Rep. John Stakoe, R-Highland, who introduced the bill. "It just seems to be a common-sense approach. I don't understand why the nurses would oppose it."&lt;br /&gt;&lt;br /&gt;The Lansing-based Michigan Nurses Association has come out against the proposal, saying that allowing outsiders to practice here without a Michigan license could lead to less qualified caregivers and loopholes that allow nurses with discipline problems to keep practicing.&lt;br /&gt;&lt;br /&gt;The union also believes that bringing in workers from other states and making telemedicine easier to practice avoids addressing the underlying problems behind the caregiver shortage, such as low pay and poor working conditions.&lt;br /&gt;&lt;br /&gt;"This bill may be an attempt to put another Band-Aid on the nursing shortage," said John Armelagos, a nurse and the association's president of economic and general welfare.&lt;br /&gt;&lt;br /&gt;"It falls short of including essential safeguards to ensure patients are protected."&lt;br /&gt;&lt;br /&gt;Armelagos said the state should first address concerns about staffing and working conditions that drive nurses from the field.&lt;br /&gt;&lt;br /&gt;The opposition came as a surprise to Stakoe, who said no one spoke out against the bill at a hearing last week. He said he didn't know how the union's opposition would affect the bill.&lt;br /&gt;&lt;br /&gt;The compact that allows nurses to practice across state lines addresses worries about licensing standards and discipline, Stakoe said. The compact was launched in 2000 and initially included Texas, Utah and Wisconsin.&lt;br /&gt;&lt;br /&gt;There's one national exam that nurses must pass to practice, so nurses in any state would have to meet the same licensure requirements, said Dawn Kappel, spokeswoman for the National Council of State Boards of Nursing, which oversees the compact.&lt;br /&gt;&lt;br /&gt;While some states have specific standards of practice, such as a mandate for continuing education or for background checks, the requirements are basically the same, she said. States involved in the compact work together to ensure standards are acceptable to everyone involved.&lt;br /&gt;&lt;br /&gt;As for addressing the shortage, the compact was never intended to be a solution, Kappel said. The legislation, which has the support of major health care unions, but is opposed by the &lt;b&gt;Illinois Hospital Association,&lt;/b&gt; passed out of the Illinois House Health Care Availability and Access Committee this month. Similar legislation was been proposed in the Senate and referred to a subcommittee.&lt;/span&gt;&lt;/p&gt;&lt;p&gt; &lt;span serif="" style=";font-family:arial,helvetica;font-size:85%;"  &gt;The bills sponsors, state &lt;b&gt;Rep. Mary Flowers&lt;/b&gt; (D-Chicago) and state &lt;b&gt;Sen. Iris Martinez&lt;/b&gt; (D-Chicago), say the legislation is needed to improve quality care and patient safety.&lt;/span&gt;&lt;/p&gt;&lt;p&gt; &lt;span serif="" style=";font-family:arial,helvetica;font-size:85%;"  &gt;The Illinois Hospital Association criticized the legislation as a bad "one-size-fits-all" approach that would drive up labor costs, and worsen the nursing shortage.&lt;/span&gt;&lt;/p&gt;&lt;p&gt; &lt;span serif="" style=";font-family:arial,helvetica;font-size:85%;"  &gt;"I believe it's extremely necessary," said Buchheit, who typically is responsible for seven to eight patients. Five to six is more manageable with the diabetic and cancer patients she cares for, she said.&lt;/span&gt;&lt;/p&gt;&lt;p&gt; &lt;span serif="" style=";font-family:arial,helvetica;font-size:85%;"  &gt;"There are some days when we're staffed appropriately, but on a lot of days when we have so many patients, we can barely give them the care they need," she said.&lt;/span&gt;&lt;/p&gt;&lt;p&gt; &lt;span serif="" style=";font-family:arial,helvetica;font-size:85%;"  &gt;The bills would set minimum RN-to-patient ratios by hospital unit, and require hospitals to adopt staffing plans designed to address their unique situations developed with input from RNs.&lt;/span&gt;&lt;/p&gt;&lt;p&gt; &lt;span serif="" style=";font-family:arial,helvetica;font-size:85%;"  &gt;&lt;b&gt;The American Federation of State, County and Municipal Employees, the National Nurses Organizing Committee&lt;/b&gt; and the &lt;b&gt;Service Employees International Union&lt;/b&gt; are among supporters.&lt;/span&gt;&lt;/p&gt;&lt;p&gt; &lt;span serif="" style=";font-family:arial,helvetica;font-size:85%;"  &gt;With duties that include dispensing medicine, assisting with feedings, exchanging information with physicians, monitoring patients, checking vital signs and dealing with emergencies, proponents say at times the work load can be overwhelming for nurses, who're often left with little time to do important patient education.&lt;/span&gt;&lt;/p&gt;&lt;p&gt; &lt;span serif="" style=";font-family:arial,helvetica;font-size:85%;"  &gt;"I feel bad, but sometimes I'll have just five minutes to say 'this is how you draw up your insulin, this is what you do, I'Il come back and check on you in an hour,'" Buchheit said. "That's poor education. That's why a lot of patients have to come back. "It's that these are people's lives. I'm so afraid someone is going to die and it's going to be because of me, because I couldn't get to them."&lt;/span&gt;&lt;/p&gt;&lt;p&gt; &lt;span serif="" style=";font-family:arial,helvetica;font-size:85%;"  &gt;The stress of excessive work loads drives people out of nursing, contributing to the nursing shortage, proponents of the bills say. A 2005 study of 268 hospital units at 68 hospitals in California found that required minimum nurse staff ratios didn't reveal significant reductions in the incidence of patient falls or pressure ulcers, she said.&lt;/span&gt;&lt;/p&gt;&lt;p&gt; &lt;span serif="" style=";font-family:arial,helvetica;font-size:85%;"  &gt;AFSCME cites a 2002 study published in the Journal of the American Medical Association that found patients face a 7 percent greater likelihood of death for every patient above four assigned to a registered nurse. The report said as many as 20,000 deaths each year are linked to inadequate nurse staffing levels.&lt;/span&gt;&lt;/p&gt;&lt;p&gt; &lt;span serif="" style=";font-family:arial,helvetica;font-size:85%;"  &gt;AFSCME also cites data showing inadequate nurse staffing contributed to nearly 25 percent of the cases of accidental injury or death reported to the &lt;b&gt;Joint Commission on Accreditation of Healthcare Organizations.&lt;/b&gt;&lt;/span&gt;&lt;/p&gt;&lt;p&gt; &lt;span serif="" style=";font-family:arial,helvetica;font-size:85%;"  &gt;&lt;b&gt;D.
